The Position:
We are seeking a skilled individual to fill the role of Sr Policy & Research Analyst with a focus on Health Policy.
Utilizing a gender-based lens, Senior Policy Analysts focus on the development and review of public policy to further Pauktuutit’s mandates and initiatives that support Inuit women. The role is responsible for conducting analysis and preparing written documents and recommendations for policy development and implementation and will increase Pauktuutit’s capacity to prepare for robust engagement, co-development, and representation of Inuit women’s distinct rights, needs and priorities with key partners.
An excellent communicator with an analytical mind, you will be responsible for supporting advocacy priorities and activities that ensures all policy and programming consider, model, and actively promote cultural and gender equality at the core. The strategy may involve the formulation of procedural recommendations including needs assessments, policy analysis, planning and response.
Responsibilities will include:
- Develop broad policy-based initiatives including project design, implementation, and successful management of deliverables across the portfolio.
- Undertake policy analysis, including engagement and consultation with Inuit women across Canada on a range of new and existing policy issues that require timely input.
- Build and nurture strong, supportive relationships and positioning across government, partners, and other relevant stakeholders to advance Pauktuutit’s mandate on behalf of Inuit Women.
- Raise the voices of Inuit women with government stakeholders and building relationships and capacity for change.
- Partner with Policy Leadership to help develop persuasive policy positions to positively transform the landscape and create equitable spaces for Inuit Women.
- Pressure test policy positions and work with relevant internal and external stakeholders to adapt them as needed.
- Draft policy briefings and position papers for management, board, members, and partnerships in support of Pauktuutit’s advocacy work.
- Prepare options and recommendations regarding emerging policy impacting Inuit Women.
- Provide quarterly reports to the Board of Directors, Advisory Committee(s) and others as required.
- Create annual work plans, and reports to funders relative to delivery on commitments; ensure timely and adequate internal and external reporting and documentation.
- Identify and engage other stakeholders who will be influential on topics related to Pauktuutit policy agenda, such as women’s sector organizations.
- Provide thought leadership on political opportunities to expand our business and advance our priorities.

Qualifications
- Degree in community development, sociology, gender studies, or other relevant subject or equivalent combination of education and experience working on issues impacting Inuit.
- Minimum of 7years of experience providing assessment and analysis of policy within the context of multifaceted projects related to Inuit or Indigenous people.
- 3+ more years of experience prioritizing topics of importance to Inuit women within a government/public service context.
- Knowledge of government systems with regards to grants, and contributions, and federal, provincial, territorial, urban government officials and funding organizations to increase capacity building projects and the development and implementation of policy.
- Knowledge and policy expertise in the areas of health and wellness issues of Inuit is highly desirable
- Experience in utilizing a gender-based lens to provide policy analysis and recommendations.
- Experience managing the financial/budgetary elements when managing initiatives.
- Knowledge of Inuit culture and health conditions within Inuit Nunangat are highly desirable.
- Fluency in English; working knowledge of Inuktitut (oral and written) and French is desirable.
- Exceptional communication skills – verbal and written, to prepare and present complex research analyses, evidence-based decision-making results, policy reports, speeches, and briefing notes.
