Our Needs
Housing and shelter advocacy for Inuit women and gender-diverse Inuit is the foremost strategic priority of Pauktuutit’s Social & Economic Development unit. Following a period of significant growth, Pauktuutit has come to appreciate the need for strong comparative research and analysis to focus our programmatic and financial priorities and increase the impact of our national advocacy.
The purpose of the Comparative Study of Housing in the Indigenous Circumpolar region is to provide a current and historical analysis of housing and shelter realities for all Indigenous people who inhabit the circumpolar region and housing and shelter advocacy efforts and interventions, with a special emphasis on Inuit living in Canada .
This research is meant to draw lessons from others’ approaches (successes and failures alike) across the circumpolar region, identifying common challenges, best practices and outcomes, and ultimately capturing how the interests of Indigenous women across the circumpolar region have been advanced effectively.
The research should aim to understand and present what tangible supports and investments have been made to deliver health, economic, and justice outcomes for Indigenous women abroad, and analysis of how these outcomes compare to those for Inuit women in Canada. There should be special emphasis on analysis of housing related policies across Inuit Nunangat from relocation relocation and permanent settlement through to present day, capturing trends in advocacy efforts and responses, patterns in funding across different federal and regional governments and a clear measure of this funding’s impact
A significant outcome of the research should be a critical assessment of the financial, political, and policy gaps between the current housing reality for Inuit women and UNDRIP based recognition and full implementation of the right to housing, along with a synthesis report and policy review and recommendations for Pauktuutit and the federal government.
Invitation to Vendors
This Request for Proposals (“RFP”) is a targeted invitation to select suppliers to submit proposals to provide a strategic plan for Inuit women’s shelter and housing advocacy efforts. This RFP is issued by Pauktuutit Inuit Women of Canada, a not-for-profit corporation funded by the federal government. Pauktuutit reserves the right to reject any and all submissions.

Mandatory Requirements
The proposal must include:
- An executive summary;
- A summary of the qualifications and experience of the proponent organization;
- A summary of your approach, including proposed tactics and deliverables including a minimum of 1,000 hours of research;
- A summary of your experience in non-profit and Indigenous/Inuit led organizations and/or housing and shelter advocacy, including three relevant case studies;
- References for three clients for whom the Proponent has provided strategic planning within the past three years;
- Proposed team members (name, title, biography, relevant qualifications/experience);
- Proposed team structure specific to this account;
- Sample budget and timelines for each
Evaluation Process
Pauktuutit will evaluate and score proposals based on the following rating criteria:
